Seoul City will finish 'Undergound City Project" by 2023. The expected business expenses are over 1 trillion KRW($905 million) including reconstruction and redevelopment. Underground city will be built between City hall Station(Subway line #1) to Gwanghwamun Station(Subway line #5). This section will become a link between underground section below Jonggak Station(line #1)and DDP Station(line #2). When its completed, there will be ground / underground culture and commerce complex connecting 7 subway stations and 30 buildings with length of 4.5km.

Seoul city expects that like underground city at Montreal and the Lowline at New York, this will become new center area of Seoul. Also Seoul hopes this complex will increase business and pedestrian traffic within the area.

But there are recent issues regarding earthquakes and sink-holes, there are people criticizing about it. This project plans to begin in 2020
